El Índice Mundial de Innovación de 2025: Latinoamérica y el Caribe


Hoy se anunció la publicación de la 18.ª edición del Índice Mundial de Innovación (GII, por sus siglas en inglés). Publicado desde 2007, el GII ha sido una fuente útil de análisis para medir la innovación. Consulta aquí mis reportes sobre ediciones anteriores del GII.

El GII de 2025 fue publicado por la Organización Mundial de la Propiedad Intelectual (OMPI), en colaboración con el Instituto Portulans.

El GII de 2025 contiene la más reciente clasificación mundial de innovación de más de 130 economías, basándose en 78 indicadores. El tema del informe de este año es “La innovación en la encrucijada”.

El Explorador de ecosistemas y datos de innovación del GII de 2025 (en inglés) muestra las reseñas sobre el desempeño de cada economía con respecto a todos los indicadores, destacando sus puntos fuertes y áreas de mejora en materia de innovación. Este año se agregó un nuevo filtro que permite revisar el desempeño de la innovación en las siguientes regiones: África, ASEAN, Unión Europea, Latinoamérica y los PMA.

11th Session of the WIPO Conversation on IP & Frontier Technologies: Infrastructure for Rights Holders and Innovation


The World Intellectual Property Organization (WIPO) will hold the Eleventh Session of the WIPO Conversation on Intellectual Property and Frontier Technologies (formerly WIPO Conversation on IP and AI) on 23 and 24 April 2025.

The theme of the eleventh session is “Infrastructure for Rights Holders and Innovation”. The session aims to bring together stakeholders to discuss, inter alia, the challenges that AI poses for copyright, including rights management, attribution and compensation. 

The agenda comprises the following topics:
  • Copyright infrastructure.
  • Infrastructure for training data.
  • Infrastructure for outputs.
  • The EU AI Act and Code of Practice.

10th Session of the WIPO Conversation on IP & Frontier Technologies, AI Output: To Protect, or Not to Protect – that is the IP Question


The World Intellectual Property Organization (WIPO) will hold the Tenth Session of the WIPO Conversation on Intellectual Property and Frontier Technologies (formerly WIPO Conversation on IP and AI) on 5 and 6 November 2024.

The theme of the tenth session is “AI Output: To Protect, or Not to Protect—That is the IP Question.” The session aims to bring together stakeholders to discuss, inter alia, the relationship between AI-generated content and IP, evaluate current practices, and propose practical solutions.

The agenda comprises the following topics:
  • From patentability dilemmas to copyright conundrums: Economic perspective.
  • Current copyright landscape: Where does AI fit in?
  • Pay per use? AI outputs, training data and the infringement question.
  • Deepfakes, cheap fakes, voice jacking and other AI manipulations.

9th Session of the WIPO Conversation on IP & Frontier Technologies: Training the Machines – Bytes, Rights and the Copyright Conundrum


The World Intellectual Property Organization (WIPO) will hold the Ninth Session of the WIPO Conversation on Intellectual Property and Frontier Technologies (formerly WIPO Conversation on IP and AI) on 13 and 14 March 2024.

The theme of the ninth session is “Training the Machines—Bytes, Rights and the Copyright Conundrum”, which aims to bring together stakeholders to discuss the multifaceted relationship between IP and training data. The event will foster a holistic understanding of the impact of training data on the IP landscape by evaluating current practices, proposing practical solutions, and envisioning future direction.

The agenda comprises the following topics:
  • The current IP state of play: Training data containing copyright-protected works.
  • Does litigation really solve everything? A litigation tracker.
  • Can regulation keep up? Navigating the evolving regulatory landscape.
  • Can contractual frameworks mitigate the IP risk until regulation catches up?

8th Session of the WIPO Conversation on IP & Frontier Technologies: Generative AI and IP


The World Intellectual Property Organization (WIPO) will hold the Eighth Session of the WIPO Conversation on Intellectual Property and Frontier Technologies (formerly WIPO Conversation on IP and AI) on 20 and 21 September 2023.

7th Session of the WIPO Conversation on IP & Frontier Technologies: IP and the Metaverse


The World Intellectual Property Organization (WIPO) will hold the Seventh Session of the WIPO Conversation on Intellectual Property and Frontier Technologies (formerly WIPO Conversation on IP and AI) on 29 and 30 March 2023.

The theme of the seventh session is “IP and the Metaverse”, aiming to bring together stakeholders to discuss the challenges the metaverse may pose to the IP system. The broad spectrum of frontier technologies enabling the metaverse, like AI, blockchain and the NFTs, AR and VR technologies, the Internet of Things and data processing, will be addressed.

The agenda comprises the following topics:

El Índice Mundial de Innovación de 2022: Latinoamérica y el Caribe


Hoy se anunció la publicación de la 15ª edición del Índice Mundial de Innovación (GII, por sus siglas en inglés). Publicado desde 2007, el GII ha sido una fuente útil de análisis para medir la innovación. Consulta mis reportes sobre el GII 2021 aquí y el GII 2020 aquí.

El GII de 2022 fue publicado por la Organización Mundial de la Propiedad Intelectual (OMPI), en colaboración con el Instituto Portulans y sus asociados corporativos.

El GII de 2022 contiene la más reciente clasificación mundial de innovación de 132 economías, basándose en 81 indicadores. El tema del informe de este año es “¿Cuál es el futuro del crecimiento impulsado por la innovación?”.

El GII de 2022 también destaca los efectos positivos de dos nuevas oleadas de innovación:
  1. Oleada derivada de la era digital, basada en la supercomputación, la inteligencia artificial y la automatización. Efecto: tener una amplia incidencia en la productividad de todos los sectores y en todos los ámbitos de investigación científica.
  2. Oleada de innovación en ciencia profunda, basada en avances en la biotecnología, la nanotecnología, el desarrollo de nuevos materiales y otras ciencias. Efecto: cambiar por completo las innovaciones en la salud, la alimentación, el medio ambiente y la movilidad (cuatro campos de importancia clave para la sociedad).

6th Session of the WIPO Conversation on IP & Frontier Technologies: AI Inventions


The World Intellectual Property Organization (WIPO) will hold the Sixth Session of the WIPO Conversation on Intellectual Property and Frontier Technologies (formerly WIPO Conversation on IP and AI) from 21 to 22 September 2022.

The theme of the sixth session is “AI Inventions”, aiming to share information and build awareness around patent examination practices, tools, and guidelines for AI inventions. As such, it will be addressed:

  • What are the market trends, and how do these translate in terms of patent applications?
  • How autonomous is AI?
  • What role does it play as part of the inventive process or as an invention?
  • What questions does this raise for the IP system? 
  • How are IP Offices supporting AI inventors?

The provisional agenda is available here. The event will be held in a hybrid format. Registration is free and now open for WIPO members & Observers (onsite) and a wider audience (virtual)!

[Guest Post] Mercado Libre’s second Transparency Report


IPTango is pleased to publish a guest post by Francisco Burguete, discussing the second Transparency Report published by Mercado Libre.

Mercado Libre (MELI) published its second Transparency Report, which covers data from January to June 2021 and includes a new section on user information requests (see here IPTango post on MELI’s first Transparency Report).

MELI emphasized that in the second report, “the scope of information available to users, authorities and civil society organizations has been expanded[, and for] the first time, information requests from authorities that are processed in compliance with the law are shared”.

Now, the Transparency Report comprises four main sections: user information requests (section one), product security and quality (section two), protection of IP rights (section three), and privacy matters (section four).


Product security and quality (Section 02)

This section contains information about removed content because of violations of MELI’s Terms and Conditions (T&C), such as offering prohibited items on the platform (e.g., items violating IP rights):

  • 267,461,670 listings were placed on MELI’s websites as of 30 June 2021 (compared to 331,607,978 listings in the first report).
  • 8,815,828 listings were detected and moderated by MELI due to violation of its Listing and Prohibited Items Policies (compared to 18,570,436 in the previous reporting period).
  • 53,173 listings were reported by users (compared to 112,424 in the previous report).
  • Top jurisdictions concerning detected listings regarding the violation of MELI’s Listing and Prohibited Items Policies:

  • Only 4.5% of detected listings were reactivated (compared to 3.12% of reactivated ads).
It should be noted that the second report contains the top main content infringing categories broken down per country. Meanwhile, the categories were classified only per product in the first report.


Protection of IP rights (Section 03)

In this section, MELI presents its Brand Protection Program (BPP), which “enable IPR holders to report infringing listings [via a Notice & Take Down -N&TD- procedure]”. MELI emphasized that they have developed “self-mapping tools, based on artificial intelligence, to “learn” from the notices received and proactively remove listings” that infringe IPRs.

  • 969,413 N&TDs were submitted (compared to 2,107,264 in the previous reporting period).
  • 56,432 counter-notices were submitted (compared to 104,661 in the first report).

Registration is now open for the 4th Session of the WIPO Conversation on IP and Frontier Technologies!


As announced here, the World Intellectual Property Organization (WIPO) will hold the Fourth Session of the WIPO Conversation on Intellectual Property and Frontier Technologies (formerly WIPO Conversation on IP and AI) from 22 to 23 September 2021.

The theme of the fourth session is “Data – beyond AI in a fully interconnected world”. Registration is now open here!

The agenda and the information about the format (e.g., only virtual meeting) will be provided afterwards. However, it has been already confirmed that the session will be available online, including a “video on demand recording [that] will also be published in due course”.

Likewise, you can respond to the Frontier Technologies and Data Questionnaire to share insights into “the challenges and opportunities you see, your stories and your views”. The responses will help to shape the fourth session.

Furthermore, the IP and Frontiers Technologies web page was revamped in light of preparing the fourth session of the WIPO Conversation. Check it out!

Mercado Libre published its first Transparency Report


On 19 May 2021, Mercado Libre (MELI) published its first Transparency Report. MELI stated that the report’s purpose is “to make our policies and actions transparent to safeguard the security and privacy of over 74 million users in our entire regional ecosystem”.

The Transparency Report consists of three main sections: product security and quality, protection of IP rights, and privacy matters. Read below some highlights of the report!


Section: Product security and quality

This section contains stats about removed content due to violations of MELI’s Terms and Conditions (T&C), which inter alia, prohibit certain items are sold on the platform (e.g., medicines, counterfeit items and other goods violating IP rights):

  • 331,607,978 listings were placed on the 18 MELI's websites as of 31 December 2020.
  • 18,570,436 listings were detected and moderated by MELI due to violation of its Listing and Prohibited Items Policies.
  • 112,424 listings were reported by users.
  • 65,180 listings were removed due to COVID-19 related matters.
  • Top 10 product categories regarding removed listings due to violation of MELI’s Listing and Prohibited Items Policies:

  • In the report is highlighted that MELI uses machine learning technologies to detect infringing listings. In this sense, only 3.12% of the detected listings went back to the platform (reactivated ads).

This section contains stats regarding MELI’s Brand Protection Program (BPP), which “enable IPR holders to report infringing listings [via a Notice & Take Down -N&TD- procedure] in any of the 18 countries where Mercado Libre operates”.
